Why dust still leaves a fully compliant work site

1OSHA guards the crew, not the neighbors. Dust limits, water trucks, wheel-wash — all end at the property line.
2Controls cut emissions; they don't zero them. Watering is ~half-effective and intermittent; track-out and wind erosion continue.
3The poison rides the dust. Arsenic and dioxins are particle-bound; PCP is mostly particle-bound. Fine dust travels farthest and settles indoors.
4Phase 1 is the dustiest phase — excavation and grading — beside the capped contaminated soil.
Plausibility, not measurement. Cone & rings show where dust can travel given wind + distance; no off-site air samples exist.
